Regulations for Manuscript Review of Phonetics and Speech Sciences

Article 1. (Purpose)
These regulations are established to provide guidelines for the review and publication of manuscripts submitted to the Journal of the Korean Society of Speech Sciences (hereafter referred to as ‘the Society’).
Article 2. (Editorial Board)
① The Editor-in-Chief shall be chairperson of the Editorial Board.
② Up to two Associate Editors-in-Chief and between one to six Editors in each subject area shall be appointed to address technical papers in each subject area (Phonetics, Speech Engineering, Speech Disorders). The maximum number of Editorial Board members shall be nineteen including the Editor-in-Chief.
③ The Editor-in-Chief may appoint an Editorial Manager among the Board members when necessary.
Article 3. (Appointment, Office Term, and Requirements of Editorial Board members)
① The Editor-in-Chief shall be elected in the Executive Council by the recommendation of the Standing Executive Board considering his or her research capacity and experience in related areas.
② The office term of the Editor-in-Chief shall be two years.
③ Editors shall be nominated by the Editor-in-Chief based on their research expertise and experience in relevant fields, subject to confirmation by the Executive Council. The office terms of the Editors shall be one year and can be renewable. Associate Editors-in-Chief shall be elected among the Editors.
④ Editors shall be elected among professional members with doctoral degrees in areas related to the major research areas of the society and with distinguished research achievements in their major field.
Article 4. (Scope of Duties of the Editor-in-Chief, Associate Editors-in-Chief, Editors, and Editorial Manager)
① The Editor-in-Chief is responsible for overseeing the comprehensive management of the Editorial Board’s activities, encompassing the receipt, evaluation, editing, and publication of manuscripts submitted to the journal.
② Associate Editors-in-Chief are tasked with receiving manuscripts, appointing peer reviewers as recommended by Editors, and communicating the final publication decisions to the Editor-in-Chief, while managing the overall review process within their designated subject areas.
③ The Editors shall be responsible for reviewer recommendations, paper evaluation, and overall assessment of review results. An Editor designated to conduct a comprehensive assessment of the review results shall assume the role of Responsible (Overall Assessment) Editor.
④ The Responsible (Overall Assessment) Editor is to be designated by the Associate Editors-in-Chief from among the members of the Editorial Board. The Responsible (Overall Assessment) Editor is charged with synthesizing the review results of assigned manuscripts into a comprehensive evaluation and shall conduct the manuscript’s review as a reviewer, barring extraordinary circumstances.
⑤ The Editorial Manager is tasked with assisting the Editor-in-Chief in the final stages of manuscript editing and managing logistical aspects essential for the journal’s publication.
⑥ The Editor-in-Chief, Associate Editors-in-Chief, Editors, and Editorial Manager may be paid for their duties.
Article 5. (Principles and Standards of Manuscript Review)
① Principles of Manuscript Review
- 1. The Journal of the Korean Society of Speech Sciences is committed to publishing manuscripts that demonstrate exceptional originality and significantly contribute to the academic field.
- 2. The Journal of the Korean Society of Speech Sciences shall publish articles, book reviews, and technological reports related to the areas of the society.
- 3. The Journal of the Korean Society of Speech Sciences shall publish manuscripts from the members of the society.
- 4. Upon the request for a manuscript review, and upon informing the reviewer of the society’s ethical guidelines, their acceptance of the review task is deemed as a commitment to adhere to these ethical regulations.
② Classifications of Review
- 1. Reviews of submitted manuscripts shall be categorized into regular submission paper reviews and urgent submission paper reviews.
- 2. Regular submission paper reviews are conducted in accordance with established standard procedures. Depending on the review results and the decision of the editorial board, the review and publication of the general submission paper can proceed to the next issue.
- 3. Urgent submission paper reviews are defined as “the evaluation of manuscripts that are submitted no later than 15 days after the submission deadline, following the author’s request for an urgent review and payment of the urgent review fee, with the aim of publishing in the nearest issue.” Even if the final decision for the urgent review paper is deemed suitable for publication, the editorial board reserves the right to reject publication if the legitimate requests and requirements of the editorial board are not followed.
③ Criteria for Manuscript Reviews
- Submitted manuscripts shall be reviewed by the following criteria.
- 1. Appropriateness of title
- 2. Conciseness of abstract content
- 3. Appropriateness and relevance to areas of the Journal of the Korean Society of Speech Sciences
- 4. Appropriateness of the abstract in English
- 5. Appropriateness of the introduction (research motivation, backgrounds, necessity, and relevance to previously reported results)
- 6. Creativity of manuscript content
- 7. Conciseness and appropriateness of research methods, results, and developments
- 8. Appropriateness of manuscript format (references, figures, tables, signs, and mathematical expressions)
- 9. Academic value of manuscripts (excellence, and contribution)
- 10. Validity of conclusions
Article 6. (Manuscript Review Procedure)
① <Reception of Manuscripts> The Associate Editors-in-Chief are responsible for evaluating whether the submitter is a member of the society, the suitability of the submitted manuscript for the society’s academic field, and its adherence to the specified format, and should inform the submitter of the manuscript’s acceptance status promptly.
② <Rejection of Manuscripts> If the content or format of the submitted manuscript is deemed inappropriate for the academic journal, the Editor-in-Chief may reject the manuscript without sending it for review and inform the submitter accordingly.
③ <Appointment of Reviewers> The Associate Editors-in-Chief in the relevant field should appoint three reviewers for each paper based on recommendations from the editorial board. Where possible, an editorial board member shall be appointed as the Responsible (Overall Assessment) Editor for the manuscript. In the absence of an available editorial board member, the Associate Editors-in-Chief will assume this role.
④ <Review Process> After submission, the Associate Editors-in-Chief should promptly assign the paper to three reviewers. During this process, reviewers shall be informed of research ethics guidelines and important considerations for the paper review. The Responsible (Overall Assessment) Editor should request reviewers to complete their evaluations promptly after accepting the review. The Responsible (Overall Assessment) Editor should request the reviewers to provide specific and constructive feedback to the author for revisions and improvements in a positive manner.
⑤ <Review Deadline> Initial reviews of regular submission papers should be completed within fourteen days, with second reviews completed within seven days. In the case of urgent submission papers, the initial review should be completed within fourteen days, and if it is determined to require major revisions, the paper may be deferred to the next issue. In the case of the second review for an urgent submission paper, the Responsible (Overall Assessment) Editor should request reviewers to determine the review results as either “Accepted for publication without any revision,” “To be accepted with revisions,” or “Rejected.”
⑥ <Review Results> Reviewers should evaluate the manuscript by one of the following four options.
- 1. Accepted for publication without any revision (Authors may revise the manuscript partially)
- 2. To be accepted with revisions (Accepted for publication by the Editorial Board without any further review if the manuscript is revised according to the reviewers’ demands.)
- 3. To be reviewed after revisions (Those reviewers who choose the second review after revisions will review the manuscript.)
- 4. Rejected (Current contents of the manuscript are inappropriate for publication. No new submission with the same title and contents is acceptable.)
⑦ <Decision on Review Results> The Responsible (Overall Assessment) Editor shall make the decision on manuscript review considering all the reviewers’ evaluations as follows:
- 1. When all three reviewers’ evaluations are unanimous, they shall be the final decision. If the unanimous decision is “To be reviewed after revisions,” the request for the second review is made to all three reviewers.
- 2. When two reviewers’ evaluations are the same and the remaining third reviewer’s evaluation is different from them, the two evaluations in consensus shall be the final decision. However, in the case where the two evaluations in consensus is “To be reviewed after revisions,” the second review is requested only from the reviewers who determined “To be reviewed after revisions.”
- 3. If the three reviewers’ evaluations differ, the intermediate outcome shall be adopted as the final decision. In case of a recommendation for rejection by any reviewer, the decision defaults to “To be reviewed after revisions.” However, if the intermediate outcome is “To be reviewed after revisions,” the second review is requested only from the reviewer who determined “To be reviewed after revisions.”
⑧ <Notification of Decision on Review Results> The Responsible (Overall Assessment) Editor shall inform the submitter of the initial decision within fourteen days of notification of paper reception. In the case of the second review, the results should be communicated within seven days of receiving the revised manuscript.
⑨ <Revision of Submitted Papers> Submitters receiving a decision of “To Be Accepted with Revisions” or “To Be Reviewed After Revisions” are required to submit the revised version promptly. Along with the revised manuscript, the authors must submit a response letter addressing the reviewers’ revision requests. The authors are also allowed to present counterarguments to the reviewers’ revision requests.
⑩ <Withdrawal and Non-Compliance with Revisions> If all authors agree to withdraw the submitted paper and submit a withdrawal document to the Editor-in-Chief, the paper is considered withdrawn. If the editorial requests are refused after a decision of “To be accepted with revisions,” or the revised manuscript is not submitted within fourteen days without special reasons after being notified of “To be reviewed after revisions,” the Editor-in-Chief makes a final decision of “Rejected” and notifies the submitter. The Editorial Board may consider deferring the decision once for special reasons.
⑪ <Restriction on Editing Rights of Editorial Board Members’ Papers> If the Editor-in-Chief submits a paper, the relevant section’s Associate Editors-in-Chief assume the role of Editor-in-Chief. Editorial board members, including the Editor-in-Chief and Associate Editors-in-Chief, cannot exercise editing rights for papers in which they are authors.
⑫ <Final Publication Decision> The Responsible (Overall Assessment) Editor finalizes the publication decision based on the initial results, responses to revisions, and results of the second reviews, notifying the Editor-in-Chief. The Editor-in-Chief may convene the editorial board regarding the final decision.
⑬ <Notification of Final Publication Decision> The Responsible (Overall Assessment) Editor must promptly inform the submitter of the final publication decision once determined.
⑭ <Editing of Accepted Papers> The Editor-in-Chief may request modifications to the structure of an accepted paper. However, aside from correcting clear errors, authors cannot make substantial changes.
⑮ <Compliance with Ethical Guidelines by Submitters> If ethical concerns arise during the review process, the Responsible (Overall Assessment) Editor informs the Editor-in-Chief, who may refer the matter to the ethics committee.
Article 7. (Frequency and Date of Journal Publication)
① The Journal of the Korean Society of Speech Sciences shall be issued quarterly (March 31, June 30, September 30, December 31).
② The Editorial Board reserves the right to alter the publication frequency and dates as needed.
③ The Editorial Board is also authorized to publish special editions or issues in English.
Article 8. (Security)
① The Editorial Board shall maintain anonymity among contributors and reviewers.
② Personal information pertaining to manuscript reviewers must not be disclosed to third parties.
Supplementary Provisions
These regulations shall be effective as of January 12, 2024.
